Officer Bios

Kelly McCauley (they/them)
Chair
Kelly McCauley is a leader in DD advocacy. They were elected Chair by the Council at the full Council meeting in December 2024, and they have served on the Council as a self-advocate member since October 2020.
Along with being the Chair of the Oregon Council on Developmental Disabilities (OCDD), they have also been the Chair of the Linn-Benton Self-Protections and Advocacy Rights Council (SPARC) since 2014. Additionally, Kelly is a Self-Advocate and Mental Health Consultant at Oregon Health and Science University (OHSU), and they also serve on OHSU’s Advisory Council.
Kelly is also an advocate for LGBTQIA2S+ rights and has given legislative testimony on mental health rights for people with IDD and higher wages for Direct Support Professionals (DSPs).
Kelly is also an accomplished athlete in several sports and is a powerlifter for the Linn-Benton Special Olympics team. Their team won silver at the 2024 Linn-Benton Special Olympics. In their free time, they also enjoy belly dancing, fine arts, performing arts, music, and singing at open mic events where others sing, read poetry, and perform music, comedy, and other performances.
